Prince George's County Economic Development Corporation Celebrates IonQ Securing Two Spots on Washington Business Journal’s Top 20 Largest M&A Deals of 2025

Laurel, MD — Prince George’s County Economic Development Corporation (PGCEDC) proudly congratulates IonQ Inc., headquartered in College Park, Maryland, for earning two placements on The Washington Business Journal’s list of “The 20 Largest M&A Acquisitions by Greater Washington Companies in 2025,” ranked by purchase price.

The recognition highlights IonQ’s continued leadership in quantum computing and its growing influence within the global technology and innovation ecosystem. According to research conducted by Carolyn M. Proctor of The Washington Business Journal, IonQ secured the 8th and 16th largest deals on the 2025 list:

#8 — $1.08 Billion Acquisition

On September 17, 2025, IonQ acquired Oxford Ionics Ltd., a quantum computing company based in Kidlington, United Kingdom, in a deal valued at $1.08 billion. The acquisition strengthened IonQ’s capabilities in advanced quantum hardware and accelerated its global expansion strategy.

#16 — $157 Million Acquisition

On April 30, 2025, IonQ acquired ID Quantique SA, headquartered in Geneva, Switzerland, for $157 million. The purchase enhanced IonQ’s portfolio in quantum-safe networking and cybersecurity technologies, reinforcing its leadership in next-generation secure communications.

Prince George’s County Manufacturers Awarded State Funding to Modernize Operations Through Maryland Manufacturing 4.0 Program

Laurel, MD — Prince George’s County Economic Development Corporation (PGCEDC) congratulates two Prince George’s County manufacturing companies — Little Sesame and WD Advanced Materials LLC — on receiving funding through the State of Maryland’s Manufacturing 4.0 Grant Program, a competitive initiative designed to help manufacturers modernize operations and adopt Industry 4.0 technologies.

In the February 2026 award cycle, the Maryland Department of Commerce announced $2 million in Manufacturing 4.0 grants to support manufacturers statewide as they integrate advanced automation, data systems, and digital manufacturing solutions.

“Prince George’s County continues to demonstrate that innovation lives at every scale of manufacturing,” said Ingrid S. Watson, President & CEO of the Prince George’s County Economic Development Corporation. “The Manufacturing 4.0 investments awarded to Little Sesame and WD Advanced Materials reflect the strength and diversity of our local industrial base, from consumer food production to advanced materials supporting the semiconductor supply chain. These companies are modernizing their operations, strengthening their competitiveness, and reinforcing Prince George’s County as a place where forward-thinking manufacturers can grow, invest, and thrive.”

Little Sesame will integrate a four-lane automated filler-sealer system to digitize and streamline its hummus packaging operations. This investment will increase production throughput, improve product consistency and quality, enhance traceability, and position the company for smart-factory readiness as it continues to scale.

Grant Award: $121,093

WD Advanced Materials LLC will implement a cloud-based MRP/QMS platform and establish an in-house diamond polishing capability. These upgrades will optimize production data, increase yields, enhance quality and traceability, and vertically integrate critical semiconductor-grade diamond finishing processes.

Clyopatra Winery & Vineyard and Prince George’s County Economic Development Corporation Celebrate Groundbreaking of Transformational Vineyard Village Resort

Laurel, MD — Clyopatra Winery & Vineyard, in partnership with the Prince George’s County Economic Development Corporation (PGCEDC) and Prince George’s County, will host the Official Groundbreaking Ceremony for the Clyopatra Winery & Vineyard Village Resort, a landmark agricultural, agritourism, and hospitality-driven development in Laurel, Maryland.

The public groundbreaking ceremony will take place on Friday, February 6, 2026, at 4:00 PM, at the intersection of Jupiter & Duckettown Roads in Laurel, Maryland. The event is open to the public and will convene elected officials, economic development leaders, community stakeholders, and residents to mark the commencement of construction on this transformative project.

Situated on approximately 41 acres, the Clyopatra Winery & Vineyard Village Resort represents a multi-million-dollar private investment advancing in phases and led entirely by private capital to date. Phase One of the project includes vineyard planting, agricultural infrastructure, a winery tasting room, access road construction, and supporting site work.

Founded by entrepreneur Ifeoma C. Onyia, Clyopatra Winery & Vineyard is the first African immigrant-owned winery and vineyard in the United States and the largest Black-owned winery in Maryland. With the Village Resort expansion, the project is poised to become the largest Black female-owned winery and vineyard on the East Coast.

“This groundbreaking represents scale, permanence, and possibility,” said Ifeoma C. Onyia, Founder and Chief Executive Officer of Clyopatra Winery & Vineyard. “We are building a

destination rooted in land stewardship and legacy—one that creates jobs, attracts tourism, supports agriculture, and reflects the diverse entrepreneurial spirit of Prince George’s County and the State of Maryland.”

Once operational, the project is expected to support approximately 50 permanent positions during the off-season and 70 to 100 jobs during peak season, including full-time, part-time, seasonal, and internship roles. Positions will span agriculture, hospitality, events, operations, education, and management.

Prince Georges County, MD – Prince George’s County Economic Development Corporation (PGCEDC) announced the appointment of Ingrid S. Watson as its next President and Chief Executive Officer, effective January 16, 2026.

Ms. Watson joins PGCEDC following her service as the Prince George’s County Council Member representing District 4, where she advanced policies supporting economic opportunity, workforce development, infrastructure investment, and community well-being.

PGCEDC also welcomes Ms. Watson back to the organization, where she previously served in the Workforce Services Division prior to its transition to Employ Prince George’s, playing an integral role in the visioning and development of workforce programs, services, and outreach that connect residents with employment opportunities and support business growth.

“Ingrid Watson brings a deep understanding of Prince George’s County and a strong record of public service to this role,” said Orlan Johnson, Chair of the PGCEDC Board of Directors. “Her prior experience within PGCEDC, combined with her leadership on the County Council and her deep knowledge of workforce development and economic policy, provides valuable perspective as we continue our work to support businesses, create jobs, and promote inclusive economic growth.”

Ms. Watson brings more than 30 years of experience serving Prince George’s County across local government, economic development, workforce initiatives, and government affairs. In addition to her service on the County Council, she previously served as an. At-Large Council Member of the City of Bowie and as an elected member of the Prince George’s County Democratic Central Committee. Her professional experience also includes serving as Government Affairs Manager for Children’s National Hospital and Outreach and Communications Manager for Employ Prince George’s.

During her tenure on the County Council, Ms. Watson focused on responsive constituent services and championed initiatives supporting workforce and education pipelines, infrastructure improvements, environmental sustainability, fiscal responsibility, public health, public safety, healthcare access, and support for seniors, youth, nonprofits, and small businesses. She served as Chair of the Council’s Government Operations and Fiscal Policy Committee, where she helped oversee a $5.8 billion County budget, and as a member of the Education and Workforce Development Committee and the Health, Human Services, and Public Safety Committee. She also chaired the Accessory Dwelling Unit Task Force and represented the Council on the Council of Governments Board of Directors and the Prince George’s County Workforce Board.

“I am honored to return to the Prince George’s County Economic Development Corporation and to serve as President and CEO,” said Watson. “Having previously worked within PGCEDC and spent my career focused on workforce development, economic growth, and community engagement, I understand the critical role the organization plays in supporting existing businesses, attracting new businesses, and expanding opportunities across our County. Fort Washington Medical Center’s Earns 2nd “A” Grade in Patient Safety

Largo, MD — November 17, 2025 — Prince George’s County Economic Development Corporation (PGCEDC) proudly celebrates Adventist HealthCare Fort Washington Medical Center (FWMC) for earning its second consecutive “A” grade from The Leapfrog Group, a leading national nonprofit dedicated to healthcare quality and patient safety. FWMC ‘s receiving the patient safety top for a second time is a significant achievement.

The Leapfrog Hospital Safety Grade – an initiative of The Leapfrog Group, a nonprofit designed to improve the quality and safety of American healthcare through transparency - is a letter grade for hospitals based on their record of patient safety. Grades are issued each spring and fall using transparent, evidence-based measures.

“Fort Washington Medical Center’s second consecutive ‘A’ grade is a win for patients and a win for Prince George’s County,” said Ebony Stocks, CEcD, Interim President & CEO of PGCEDC. “We congratulate the FWMC team for their continued dedication to patient safety and top-tier clinical care.”

Largo, MD — Prince George’s County Economic Development Corporation (PGCEDC) is proud to announce the signing of a Memorandum of Understanding (MOU) with the State of Nuevo León, Mexico, marking a significant milestone in international partnership and global economic cooperation.

On Friday, July 25, 2025, a high-level delegation from Nuevo León visited the offices of PGCEDC to formalize the agreement aimed at promoting mutual investment, trade opportunities, and shared innovation in advanced manufacturing, logistics, data infrastructure, and sustainable development.

The MOU was signed by Ebony Stocks, interim President & CEO of PGCEDC and Undersecretary of Foreign Direct Investment in Nuevo Leon, Emmanual Loo. In attendance was Martin Ezemma, Director of International Business at PGCEDC, and representatives from the Nuevo León delegation. Jose Burnes, PGCEDC Business Development Manager for Manufacturing, Warehousing & Data Centers, also participated in the historic signing and strategic dialogue.

“This agreement opens a powerful new channel for cross-border collaboration, positioning Prince George’s County as a welcoming and competitive hub for global business,” said Ebony Stocks, Interim President & CEO, PGCEDC. “We are excited to work alongside Nuevo León to foster joint ventures, innovation exchanges, and new trade routes that will benefit both regions.”

Building on the momentum of Procurement 360: Navigating New Opportunities and the Federal Professionals Entrepreneurship Fair, this new installment focused on “targeting” — helping entrepreneurs identify and understand specific procurement opportunities across local, state, and federal levels. The session featured expert panelists, matchmaking resources, and direct insights into upcoming contracts in sectors critical to Prince George’s County’s growth.

The Procurement 360 platform is a signature initiative of PGCEDC designed to equip business owners—especially small, minority, veteran, and women-owned businesses—with the tools, relationships, and strategic insights necessary to compete and win in the procurement space.

Prince George’s County Economic Development Corporation Honored to Host Successful Federal Professionals’ Entrepreneurship Fair at Bowie State University

Largo, MD – The Prince George's County Economic Development Corporation (PGCEDC), in partnership with Employ Prince George's, FSC First and Bowie State University, hosted more than 150 transitioning federal professionals and newly retired government employees at the Federal Professionals' Entrepreneurship Fair on July 16, 2025, at Bowie State University's Martin Luther King, Jr. Center. The event provided participants with expert business guidance, access to vital resources, and valuable networking opportunities.

Federal professionals—including recent retirees, agency departures, and former contractors—participated in large numbers. Many attendees had already begun taking steps toward business formation in high-growth sectors such as information technology, professional services, and consulting. PGCEDC estimates that over 60% of attendees left with actionable follow-up plans and resource commitments.

"Our goal with this Entrepreneurship Fair was clear: to equip these leaders with practical start-up expertise and help them launch successful ventures locally," said PGCEDC Interim President & CEO Ebony Stocks. "We hope the fair helped them discover how to transition from employee to business owner by providing access to the resources and connections needed to build and grow their own business. As federal workforce compositions evolve, we recognize the deep well of transferable skills our professionals bring to the entrepreneurial ecosystem."

Event Highlights

Expert Consultations: Attendees received one-on-one advice on business formation, licensing, market research, and strategy development.

Tailored Resource Booths: Support organizations focused on veteran-, minority-, and small-business startups provided specialized guidance.

Strategic Networking: Federal professionals connected with peers, financial experts, and potential mentors.

Take-Home Guides: Comprehensive resource packets included local support contacts, funding options, and step-by-step implementation tools.

What's Next

This Fair represents one of many new event series being launched by PGCEDC. The Federal Professionals Entrepreneurship Fair will return on November 13th at a location to be announced.

PGCEDC is also launching a new series of monthly mini events under the Procurement 360 banner, with the first event scheduled for July 22nd. "Procurement 360: Targeting Opportunities" will be a focused version of the larger Procurement 360 event that debuted in March of this year. To bring resources directly to businesses throughout the County, this event will be held in northern Prince George's County at the College Park City Council Chambers. Participants will learn how to pursue contract opportunities with the University System of Maryland, Prince George's County Memorial Library System, and Prince George's County Office of Procurement.
