Xcellon Biologics Acquires GMP Manufacturing Facility from NextCure, Becoming an End-to-End CRDMO for Next-Generation Bioconjugates and Complex Biologics

Acquisition of the GMP biologics manufacturing facility expands Xcellon’s integrated capabilities from discovery through clinical supply and strengthens U.S. biomanufacturing

Beltsville, MD — Xcellon Biologics, a U.S.-based Contract Research, Development and Manufacturing Organization (CRDMO) specializing in bioconjugates and complex biologics, today announced that it has signed a definitive agreement to acquire the GMP biologics manufacturing facility from NextCure, Inc. The acquisition marks a transformational milestone in the company’s evolution, establishing Xcellon as an end-to-end CRDMO with integrated capabilities spanning discovery through clinical supply.

As part of its next phase of growth, Xcellon Biologics appointed co-founder Abhishake Chhibber as Chief Executive Officer to lead the company’s transformation into an end-to-end CRDMO for bioconjugates and complex biologics.

Since launching in 2025, Xcellon has partnered with biotechnology innovators across the United States to advance increasingly sophisticated biologic therapeutics. The acquisition of the 40,000-square-foot NextCure GMP manufacturing facility complements Xcellon’s existing expertise in bioconjugation development and manufacturing, creating an integrated platform designed to accelerate the development of antibody-based therapeutics and other next-generation biologics from early research through clinical manufacturing.

The acquired facility features two 1,000-liter single-use bioreactors, a dedicated bioconjugation suite, high-throughput process development capabilities utilizing advanced robotics, and comprehensive analytical and characterization laboratories. Combined with Xcellon’s specialized bioconjugation expertise, the acquisition creates a differentiated platform capable of supporting end-to-end CMC development under one roof.

“This acquisition represents far more than the expansion of our manufacturing capabilities,” said Abhishake Chhibber, Chief Executive Officer of Xcellon Biologics. “It represents the next chapter in our vision to build one of the nation’s premier CRDMOs for bioconjugates and complex biologics. By integrating antibody development, bioconjugation development, analytical sciences, and GMP manufacturing within a single organization, we are creating a platform that enables innovators to move seamlessly from discovery through clinical supply. We believe this integrated approach will help accelerate the development of breakthrough therapies while strengthening the U.S. biomanufacturing ecosystem.”

“The acquisition significantly accelerates our ability to support biotechnology innovators,” said Yuk Chiu, Chief Operating Officer of Xcellon Biologics. “By reducing handoffs between service providers and maintaining scientific continuity throughout development, we help clients advance complex biologics more efficiently while maintaining operational excellence and the flexibility required for today’s innovative therapeutic programs.”

Xcellon Biologics Names Abhishake Chhibber as Chief Executive Officer

As Chief Executive Officer, Abhishake Chhibber will lead Xcellon’s strategy, operations, and long-term growth as the company expands into an end-to-end CRDMO for bioconjugates and complex biologics.

As a co-founder, Chhibber has helped shape Xcellon Biologics’ strategy since its inception, guiding the company’s vision to build a premier U.S.-based CRDMO focused on bioconjugates and complex biologics.

Chhibber brings nearly two decades of leadership experience across the biotechnology and pharmaceutical industries, with expertise spanning corporate strategy, business development, operations, finance, and company building. Throughout his career, he has led strategic initiatives supporting innovative biologics, corporate growth, strategic partnerships, mergers and acquisitions, and biotechnology company formation.

Advancing the Future of U.S. Biotechnology

Xcellon’s vision extends beyond providing development and manufacturing services. The company is committed to helping build an integrated U.S. biotechnology ecosystem where innovative therapies can be discovered, developed, manufactured, and supplied for clinical evaluation within the United States.

Through collaborations with leading universities, research institutions, biotechnology companies, healthcare organizations, venture investors, government agencies, and strategic partners, Xcellon aims to strengthen the nation’s biotechnology infrastructure by expanding specialized manufacturing capacity and helping innovators translate scientific discoveries into life-changing medicines more efficiently.

“America has long been the global engine of biotechnology innovation,” said Abhishake Chhibber, Chief Executive Officer of Xcellon Biologics. “Our mission is to strengthen the development and manufacturing infrastructure that enables innovators to move seamlessly from discovery through clinical supply. By doing so, we aim to help ensure the United States remains the world’s leader in next-generation biologics and advanced biomanufacturing.”

The new facility is expected to begin GMP operations in December 2026. Once operational, the facility will provide biotechnology innovators with integrated capabilities spanning discovery, development, GMP manufacturing, and clinical supply through a single integrated partner.

Flippo Construction Company Celebrates 26 Years of Employee Ownership, 55 Years in Business

Flippo Construction Company, Inc. celebrated two major milestones Thursday, August 6, during its annual Shareholders Day event, marking the company's 26th anniversary as an employee-owned company and 55 years in business.

Founded in 1971 by Earl Flippo, the Prince George's County-based heavy civil construction company transitioned to employee ownership in 2000 when Mr. Flippo sold the company to the employees who helped build it. Today, Flippo Construction operates as a 100% employee-owned company through an Employee Stock Ownership Plan (ESOP), allowing its workforce to share directly in the company's long-term growth and success.

The celebration brought together current employee-owners, retirees, elected officials, and community leaders to recognize the company's history and the role employee ownership has played in its growth.

Among those in attendance were Roderick Lewis, Regional Director for U.S. Senator Chris Van Hollen, and State Delegate Denise Roberts. Lewis delivered remarks on behalf of Senator Van Hollen, reading a statement highlighting the economic benefits of employee ownership and the importance of ESOPs in helping workers build wealth while strengthening American businesses. The statement also referenced the American Ownership and Resilience Act, legislation introduced by the Senator in May 2025 to encourage the expansion of employee-owned companies.

Delegate Roberts followed with remarks recognizing the unique role employee-owned businesses play in strengthening local economies and creating opportunities for employees to build long-term financial security.

The event also recognized several employees whose outstanding work contributed to Flippo Construction receiving an Excellence in Infrastructure Award from the Heavy Construction Contractors Association for the company's performance on the Loyola Avenue Storm Sewer Replacement Project in Alexandria, Virginia.

President and CEO John Morgan concluded the celebration with remarks reflecting on the company's history, its employee-owned culture, and its enduring legacy. He recalled the early years of the business and Earl Flippo’s decision to entrust the company's future to its employees, describing it as a defining moment that continues to shape Flippo Construction today.

Mr. Morgan also recognized two retirees in attendance, Wilbur “Pee Wee” Danzler and Melvin Holmes, who were among the company's original employees. "Thank you, guys, for setting the pace and creating the legacy for all of us to follow," he said.

Reflecting on the company's impact throughout the region, Mr. Morgan highlighted many of the landmark projects that Flippo employees helped build over the past five decades, including Constitution Gardens, the Kennedy Center Renovation, the original Washington Metro system, Reagan National Airport, Dulles International Airport, the Washington Convention Center, the Baltimore Convention Center, Jack Kent Cooke Stadium, the former Verizon Center (now Capital One Arena), the U.S. Capitol Visitor Center, and the Pentagon Facilities.

"Millions of people have walked through, traveled through, or enjoyed projects built by Flippo employees," Morgan said. "Most of them will never know the names of the people who made it happen, " Morgan said. “But we know. And that is something every employee-owner here should be proud of. Because for 55 years, Flippo employees have been building more than just infrastructure. We have been building a reputation. We have been building relationships. And we have been building a company that people trust.

The celebration carried special significance because the company was unable to commemorate its 50th anniversary with a large gathering in 2021 due to the COVID-19 pandemic. This year's event not only honored the company's history and accomplishments but also celebrated the employee-owners whose dedication continues to build on the legacy established more than five decades ago.

Governor Moore Announces Cloudforce Chooses Maryland for Major AI Platform Expansion, Bringing 250 New Jobs to the State

Governor Wes Moore today announced that AI platform company Cloudforce is expanding its headquarters in Prince George’s County, retaining more than 130 employees and adding 250 new Maryland jobs over the next five years. Located at National Harbor, Cloudforce is leasing an additional 15,000 square-feet of office space, effectively doubling its headquarters footprint as the company scales its secure AI platform for higher education and broader public-sector customers around the world.

“Cloudforce’s expansion and continued commitment to Maryland is a win for our state’s workers, students, and our future,” said Gov. Moore. “Our administration is making historic investments to support partnerships with world class leaders like Cloudforce and building pathways to work, wages, and wealth, so that Maryland communities have a leg up in this rapidly evolving economy.”

The company selected Maryland after an extensive analysis of potential expansion sites across the DC-Metro region. Cloudforce cited Maryland’s concentration of technical talent, access to leading universities, and the Moore-Miller Administration’s focus on economic competitiveness, service, and workforce development as key factors in the decision.

“Cloudforce's continued investment at National Harbor reflects what we've long believed – that great companies want to be in environments that help them attract talent and support long-term growth," said Peterson Companies CEO Jon Peterson. "We're proud that National Harbor has been part of Cloudforce's journey, and we're excited to continue providing the space and community that supports their next chapter.”

Cloudforce has grown from a Microsoft cloud specialist into a frontier AI platform company. Its flagship product, nebulaONE®, gives institutions governed access to leading AI models and agentic workflows, helping them provide private, secure, and equitable AI access at scale. In 2025, Cloudforce was named Microsoft’s global Education Partner of the Year, recognition driven by nebulaONE’s adoption at leading institutions including the University of Maryland, UCLA, London Business School, the University of Oxford, and many others.

“The truth is, our success has been powered by the people, partners, and community that welcomed us when we planted roots in Maryland,” said Cloudforce Founder and CEO Husein Sharaf. “When it came time to grow, we had every option on the table, including markets across state lines and across the country. We chose to double down here instead, because we’d rather strengthen the place that helped build us than start over somewhere new. That means more great jobs, deeper investment in this community, and a company culture rooted in bringing our people together in one place.”

Cloudforce is also expanding its Maryland talent strategy. The company has supported Governor Moore’s Service Year agenda and is exploring additional pathways for Service Year members, interns, and early-career Marylanders to gain hands-on experience with AI. Cloudforce also works closely with the University of Maryland as both a vendor-partner and a key employer of recent graduates, including through career exposure, student engagement, and philanthropic support for leadership programs serving talented Maryland transfer students.

To assist with project costs, the company is eligible for a $1.25 million conditional loan through Advantage Maryland, administered by the Maryland Department of Commerce. Additionally, Prince George’s County Economic Development Corporation is offering a $125,000 conditional loan through its Economic Development Incentive Fund. Cloudforce may also qualify for various state and local tax credits, including the Job Creation Tax Credit.

“We’re very proud to have an innovative, forward-thinking company like Cloudforce choose to expand in Maryland,” said Maryland Department of Commerce Secretary Harry Coker, Jr. “Not only is the Cloudforce team creating good jobs for our residents and supporting career pathways for students and recent graduates, they are providing their business clients the solutions they need to succeed and thrive in an ever-changing world.”

“Maryland is already home to the universities, entrepreneurs, and workers that can lead the next era of AI,” said Prince George’s County Executive Aisha Braveboy. “Cloudforce’s decision to expand here shows how we turn those assets into good jobs and real opportunity. Their work with the University of Maryland and Prince George’s Community College, their commitment to training local talent, and their global leadership in AI are exactly the kind of innovation ecosystem we need to grow.”

“The Prince George’s County Economic Development Corporation is excited to see Cloudforce Group continue its growth by expanding its headquarters in Prince George’s County,” said President and CEO of Prince George's County Economic Development Corporation Ingrid Watson. “This investment reflects the confidence innovative technology companies have in our business environment and will contribute to the County’s commercial economy through job creation, business expansion, and increased local tax revenue.”

What a West Coast Renewable Energy Pilot Could Mean for Prince George’s County

By Sam Braden IV
Director of Business Development, Information Technology & Cyber Security
Prince George's County Economic Development Corporation

What if the planters lining a downtown street could generate clean energy, power public lighting, support community gathering spaces, and contribute to local economic development?

That future is no longer theoretical.

A recent pilot project in Downtown Los Angeles by Maryland-based Gaia Agricultural Technologies demonstrates how innovative infrastructure can transform ordinary public spaces into assets that support sustainability, resilience, and community activation. The company's flagship product, the Gaia Box, combines kinetic hydropower generation, battery storage, LED lighting, and modular design into a self-contained public planter that generates and stores renewable energy while enhancing the public realm.

While the pilot is taking place on the West Coast, the implications extend far beyond Los Angeles and raise important questions for Prince George's County.

As our County continues to invest in transit-oriented development, mixed-use communities, innovation districts, and placemaking initiatives, technologies like the Gaia Box offer a glimpse of how infrastructure can serve multiple purposes simultaneously. Public spaces can become more than destinations; they can become contributors to sustainability goals, community engagement, and economic vitality.

For Prince George's County, the opportunity is not simply to observe emerging technologies but to explore how they might be deployed locally to enhance our communities.

Consider the possibilities:

  • How can we build public spaces that also serve as decentralized, sustainable energy assets?

  • How can innovative infrastructure support environmental goals while creating more attractive and engaging destinations for residents and visitors?

  • How can economic development organizations, municipalities, developers, and technology companies collaborate to pilot solutions that improve quality of life while strengthening competitiveness?

These questions are becoming increasingly relevant as communities across the country seek smarter ways to address energy demand, climate resilience, and public space activation.

Prince George's County is uniquely positioned to participate in this conversation. From the Discovery District in College Park and the Blue Line Corridor to Largo, New Carrollton, National Harbor, and emerging Smart City initiatives throughout the County, there are opportunities to evaluate technologies that align with both our sustainability objectives and economic development goals.

The success of Gaia's Los Angeles deployment also demonstrates something equally important: innovation moves quickly. Technologies that begin as pilot projects can rapidly evolve into scalable solutions with applications across multiple industries and communities.

As Prince George's County continues to position itself as a destination for technology, innovation, and investment, we should remain attentive to emerging solutions that strengthen both our economy and our public infrastructure. The technologies shaping our future are not limited to software platforms, artificial intelligence, or cybersecurity systems. They also include the physical infrastructure that powers our public spaces, supports community interaction, and creates more resilient places to live, work, and do business.

The next generation of economic development will not be defined solely by the companies we attract. It will also be defined by the infrastructure we build. Prince George's County has an opportunity to lead by exploring technologies that make our communities more resilient, our public spaces more engaging, and our economy more competitive.

Innovation is not just about what we create. It is also about how we design the places where innovation happens.

Positioning Prince George’s County as the premier destination for technology, innovation, sports, and entertainment along the East Coast.

LARGO, MD - Prince George’s County Executive Aisha N. Braveboy delivered her highly anticipated 2026 State of the Economy Keynote Address at the MGM National Harbor, revealing a massive economic turnaround marked by the complete elimination of a $170 million budget deficit without major service cuts or tax increases. Speaking before a sold-out crowd of business leaders, entrepreneurs, and policymakers, Braveboy unveiled a clear roadmap for the county’s future, themed around her cornerstone initiative, Elevate Prince Georges.

The annual event, co-hosted by the Prince George's County Economic Development Corporation (PGCEDC) and the Greater Prince George's Business Roundtable, highlighted the county's rapid financial stabilization and major growth milestones. Braveboy emphasized that through aggressive fiscal discipline, streamlining county agencies, and strategic investments, the newly approved $6 billion FY 2027 budget puts the county on its strongest economic footing in years.

Today, County Executive Aisha Braveboy proudly unveiled an ambitious and transformative vision aimed at positioning Prince George’s County as the premier destination for technology, innovation, sports, and entertainment along the East Coast.

“Our County is a shining example of resilience and prosperity, standing tall as one of the most economically impactful majority-black counties in the United States,” said County Executive Braveboy. “The possibilities before us are endless when we come together and invest in each other’s success.”

The Administration’s strategic vision is supported by five core economic development goals aimed at enhancing the quality of life for residents:

1. Growing the commercial tax base to ease the burden on homeowners.

2. Elevating sectors including retail, hospitality, sports, and entertainment.

3. Increasing job opportunities for residents within the County.

4. Expanding support for small and local businesses.

5. Empowering our agricultural community to thrive.

As part of the commitment to these goals, the Administration is prioritizing open communication and collaboration. The County Executive has been actively engaging with community members, business leaders, and elected officials to identify key concerns and long-term priorities.

“From day one, I’ve made it a priority to listen to our community's diverse voices. Together, we can create an inclusive, accountable, and forward-thinking government,” the County Executive stated. The Administration has also launched a comprehensive operational review, engaging Bazilio, Cobb & Associates, to assess financial management, organizational efficiency, and risk management. The resulting report outlines 23 recommended actions aimed at building a robust financial foundation for the County.

Recent efforts have already led to a reaffirmation of the County’s AAA bond rating by S&P Global and Fitch Ratings, a testament to the strong economic and fiscal outlook. In 2024, the County experienced a significant 3.4% employment growth, the highest in 18 years, alongside a 4.0% increase in average weekly wages.

“We cannot afford to be complacent. Our resilient real estate market and strategic focus on job growth position us well for the future, even amidst challenges stemming from federal job reductions," added the County Executive. Looking ahead, the Administration is committed to implementing strategies that ensure sustainable financial growth while fostering an environment of innovation and opportunity.

Prince George's County Economic Development Corporation Celebrates Sprouts Farmers Market Lease Signing as Grocery Anchor at Westphalia Town Center

Upper Marlboro, Maryland — The Prince George's County Economic Development Corporation (PGCEDC) today celebrates a major milestone for the County as Walton Global, a leading global real estate asset management and land investment company, announces that Sprouts Farmers Market — one of the largest and fastest growing specialty retailers of fresh, natural and organic food in the United States — has signed a lease to serve as the grocery anchor at the highly anticipated Westphalia Town Center retail development in Prince George's County, Maryland.

PGCEDC played a pivotal role in making this partnership a reality by facilitating the initial meeting between Walton Global and Sprouts Farmers Market at ICSC Las Vegas, the nation's premier retail real estate conference. That introduction helped set the foundation for the lease agreement now signed.

Sprouts Farmers Market will occupy approximately 23,000 square feet within the project's planned 140,000-square-foot retail center. The store is currently anticipated to open in the second half of 2028, subject to customary development approvals from Prince George's County.

"This announcement is a direct result of the intentional, relationship-driven economic development work that PGCEDC does every day on behalf of Prince George's County residents and businesses,” said Ingrid S. Watson, President & CEO of the Prince George’s County Economic Development Corporation. “Our partnership with County Executive Aisha Braveboy, Council Member Wala Blegay, Council Member Danielle Hunter, and the Westphalia community has been instrumental in making this initiative a reality. Sprouts is exactly the kind of quality, health-focused grocery destination that our residents deserve!”

“At ICSC Las Vegas, we made it our mission to connect the right people to unlock the right opportunities for Prince George’s County,” said Larry Hentz, Executive Director of Business Development at the Prince George’s County Economic Development Corporation. “Introducing the Walton Global team to Sprouts was a strategic move rooted in our deep understanding of what this community needs and what this development could become. Seeing that conversation evolve into a signed lease is incredibly gratifying, and it demonstrates the real, tangible impact of PGCEDC’s presence at national retail and real estate forums.”

“I am extremely excited that Sprouts will be an anchor tenant in Westphalia,” said Aisha Braveboy, Prince George’s County Executive. “My administration has been working closely with At-Large Councilmember Wala Blegay, District 6 Council Member Danielle Hunter, and the community to ensure that an elevated grocery experience that provides organic and locally-grown produce is a part of this community. We look forward to welcoming Sprouts to our County! As such, I have instructed my administration to make this a priority project.”

Westphalia Town Center is a 480-acre master-planned, mixed-use community located in Upper Marlboro, Maryland along Maryland Route 4 (Pennsylvania Avenue). The project will include residential neighborhoods, retail, dining, and community services in a cohesive environment.

“Bringing a fresh, high-quality grocery store to our neighborhood is about more than just convenience; it’s about ensuring every family has access to the healthy food they deserve,” said Prince George’s County Councilmember Wala Blegay. “I am proud to announce this new location, and I pledge to work with staff and my colleagues on the Council to actively support the fast tracking of the remaining approvals and infrastructure needs to ensure we get these doors open and our residents served as quickly as possible.”

Westphalia Town Center is envisioned as a premier live-work-play destination, blending modern residential living with walkable retail and community-focused amenities. The broader master plan reflects Walton Global’s long-term commitment to delivering thoughtfully planned communities in high-growth corridors.

“Securing Sprouts as our anchor tenant marks a major milestone for Westphalia Town Center,” said Michael Slavotinek, EVP of Real Estate – East Region at Walton Global. “This partnership advances our vision of delivering a dynamic, community-focused destination that supports long-term growth and connectivity for residents and the surrounding area.”

Heritage Partners is leading leasing efforts for the retail component of the project. For retail leasing inquiries, please contact Brian Greene, EVP Leasing, at bg@hp-llc.com or 703-725-1351. Additional information is available at www.hp-llc.com.
