Construction Mentor-Protégé Training Cohort

The PGC-EDC Construction Mentor-Protégé Program is a 10-month development program designed to strengthen established construction firms and prepare them to compete for larger public- and private-sector contracting opportunities.

Through expert-led training, one-on-one mentoring, government procurement guidance, prime contractor engagement, and hands-on learning, participating businesses will gain the knowledge, tools, and connections needed to strengthen their operations and position their companies for long-term growth.

The Construction Mentor-Protégé Program is a 10-month cohort with training held biweekly on Wednesdays from 4:00–6:00 PM.

    Advance to the County Mentor-Protégé Program

    Successful completion of the program qualifies participating companies for the Prince George’s County Office of Procurement Mentor-Protégé Program.

    $5,000 Completion Award

    Eligible companies that complete all required training and program components will receive a $5,000 completion award to support their next contracting opportunity. Funds may be used to help with costs such as bonding, insurance, certifications, and contract mobilization.

Who Should Apply?

The program is designed for:

  • Small and emerging construction companies

  • Subcontractors looking to grow

  • Firms interested in becoming prime contractors

  • Construction businesses with at least two years in business

  • Companies with prior construction project experience with a prime contractor, state, county, municipality, or private industry

 
 

Mentoring & Business Assessments

Throughout the program, participants will receive one-on-one mentoring in areas such as business strategy, construction operations, estimating, project management, financial management, and government contracting.

Quarterly assessments will help companies track their progress in revenue and backlog, workforce capacity, bonding capacity, certifications and registrations, contracting opportunities, and government contracting experience.

Capstone Project: “Win the Contract”

Participants will put their training into practice through the “Win the Contract” Capstone Project.

Participating firms will receive a hypothetical construction solicitation and work through the contracting process, including reviewing the scope, developing an estimate and project schedule, preparing staffing and procurement plans, identifying risks, and developing a written proposal.

The capstone concludes with a final presentation before a judging panel.

The program will provide training across critical areas of construction business management and growth, including:

  • Financial management, accounting, job costing, and cash flow

  • Insurance, bonding, and risk management

  • Construction contracts and contract administration

  • Estimating and bidding

  • Purchasing and procurement

  • Government contracting and certifications

  • Construction project management

  • Planning, scheduling, and field operations

  • Safety and quality control

  • RFPs and proposal development

  • Business development and government marketing

  • Prime contractor relationships and strategic partnerships

  • Construction technology, BIM, and AI

  • Workforce development, leadership, and business growth

The curriculum is designed to help participating firms improve profitability, strengthen project-management capabilities, increase procurement readiness, develop relationships with prime contractors, and prepare to compete for larger contracts.

 
 

Program Commitment

The program requires active participation throughout the 10-month cohort. Participating companies must commit to biweekly training sessions, mentoring, business assessments, networking, and other required program activities.

To complete the program, participants are expected to meet attendance requirements, complete required assignments and mentoring projects, participate in quarterly assessments, complete the capstone project and final presentation, and submit a three-year business growth plan.
