Historically Underutililized Business Zones (HUB Zones) are located in census tracts that have been designated as "Statutory Mandated Designation of Qualified Census Tracts and Difficult Development Areas" for Section 42 of the Internal Revenue Code of 1996. A non-metropolitan County area is also considered a HUB Zone if the median household income of the County is less than 80 percent of the non-metropolitan State median household income, or has an unemployment rate that is more than 1.4 times the statewide average.
